Can they stop it? It is open source and the lichess bot is publicly available?

Leela is under GPL - which cannot be withdrawn, and it does not allow usage restrictions.

Odds does not have much to do with Leela at this point. It has special nets trained by private parties and a very specialized search that is not developed by the Leela team.

The authors can make a moral point and say that they do not approve of their engine usage in this way and international advertised and do not wish to be complicit.

I do not think the rook odds bot or the knight odd bot is publicly available.

It is not that everybody can download it and play with it.

That's true, but since such approval is not needed, the tournament organisers don't have to seek that.

The specially trained nets for the most part are not public, but the lichess bots are available to whoever wants to play them. Regular Leela is unable to play at this high of a level down a piece.
